Mrs. Virginia I. Norris, whose popularity with citizens throughout Anne Arundel county prompted Governor Mandel last May to reappoint her to a third consecutive term on the county School Board despite some behind-the-scenes political opposition, died Monday night.
The Linthicum resident, who had served as both president and vice president of the seven-member board over a 12-year period, was 52 years old.
A School Board spokesman said that today's board meeting will adjourn after adoption of a "Resolution of Appreciation" of the services rendered by Mrs. Norris.
Private funeral services will be held tomorrow from the Stewart and Mowen funeral establishment at 108 West North avenue. Burial will be in Loudon Cemetery.
Mrs. Norris died at her home, 305 East Maple road, where she had been confined since shortly after her reappointment. She had been unable to participate in School Board activities for the past 10 months, a time when many of the new approaches to education she championed were beginning to be implemented in the county.
A liberal Republican, Mrs. Norris often found herself in the center of controversy. This was especially so during the school desegregation years.
She believed in "fighting city hall" and was regarded as an exceptionally fair person who was willing to talk to anyone any hour of the day or night about school and student problems.
Last year, the black community endorsed her for a third School Board term rather than support a candidate of their own race.
Mrs. Norris was born in Hutchinson, Kan. In her early teens she and her family moved to Charlotte, N.C., where she later was graduated from a business college.
She had lived in Linthicum since her marriage 30 years ago to John H. Norris, a Baltimore boat yard owner.
She had served as president of the Woman's Club of Linthicum and was active in the Anne Arundel County League of Women Voters.
In the early 50's, she and her husband helped establish the Christian Science Church in Glen Burnie, where she had been a church school superintendent.
Besides her husband, she is survived by a son, John H. Norris, Jr., of Annapolis; a daughter, Mrs. Sandra Ellison, of Linthicum; her mother Mrs. Millie P. R. Irvine of Linthicum; and two brothers, Robert L. Irvine, of Towson, and George M. Irvine, of High Point, N. C.
